Possibly. Quite a few countries require international students to provide an English Proficiency test. The acceptable tests are IELTS, TOEFL and Pearson Test of English.

Other documents may be required depending on the course (For example, a portfolio will be needed for an art or architecture course. Also the English proficiency is not compulsory in the initial application. You can apply with the other documents and secure an offer before providing an English proficiency test which will be a condition of your offer.
Yes you can but it won’t be in the same university. You can also apply to more than one university to keep your options open
